I just wanted to make a quick note here that the Heart of Frost is not another name for the Heart of Ice that drops from the Iksar skeletons in Lake of Ill Omen. These are two different items. I got mine solo at level 55. Just go kill every goblin in the jail area near the king in Permafrost, you'll get a heart off a wizard eventually.
